These types of lists are generally created by websites collecting their name and email. The person enters their name and email opting in. Of course you need to record their IP address, email address and Time they gave you permissions to contact them in the future.
Safelists are usually considered permission based and ok to use. Be sure the safelist you use when you signup should ask for your confirmation to confirm your email. This reduces spam and gives explicit proof of permission to opt-in to future email messages from you.
Downline Emails are ok. You can email downlines from other programs to your downlines there if it is allowed by their policy. Be sure to remove those people if they ask to no longer receive email from you about MyBrowserCash.
Double Optin-Lists. Whether you create the list or are renting it to mail. Be sure to have IP addresses of every record you email with their email, optin date and IP address. This is usually sufficient proof if something ever arose to say the person who complained had opted in.
